Retirement is the point where a person stops employment completely (or decides to leave the labor force if he or she is unemployed). A person may also semi-retire by reducing work hours. Many people choose to retire when they are eligible for private or public pension benefits, although some are forced to retire when physical conditions don't allow the person to work any more (by illness or accident). In most countries, the idea of retirement is of recent origin, being introduced during the 19th and 20th centuries. Previously, low life expectancy and the absence of pension arrangements meant that most workers continued to work until death. Germany was the first country to introduce retirement in the 1880s. Nowadays most developed countries have systems to provide pensions on retirement in old age, which may be sponsored by employers and/or the state. In many poorer countries, support for the old is still mainly provided through the family. Today, retirement with a pension is considered a right of the worker in many societies, and hard ideological, social, cultural and political battles have been fought over whether this is a right. In many western countries this right is mentioned in national constitutions.

Q. My parents have reached their retirement age and are planning on buying a home in California. What percentage of their savings should go to the downpayment? A. That's a tough one, Christina. It's part of their retirement budget. They have to consider the taxes as well and determine what they can afford. Clearly, they want to do at least 20% to avoid Property Mortgage Insurance (PMI), but if rates are low, they might not want to go much beyond that. If neither parent works, then they're not going to be in a high tax bracket and won't save much in taxes from the deduction that they get for mortgage interest and property tax payments. That consideration is what leads many into just paying off their homes in retirement and taking the standard deduction on their taxes instead of itemizing deductions. A. The best option for most people these days is a 401k or company sponsored plan. If you are not working where such a plan is offered you may need to change jobs! Generally speaking you need to put about 10% of your income in such an account each year, and get whatever company match is available. Get professional help investing your money! If you work in a government job (and maybe a few others) there may be a pension plan that guarantees a retirement income, but such plans are becoming very rare!

A. Of course, any state that does not have an income tax is not going to tax your pension. In addition, there are states that tax wages but no pensions, such as Pennsylvania, and states that do not tax certain pensions, such as your federal pension. Louisiana, for example, has an income tax, taxes pensions, but waives state income tax on certain pensions, including your federal pension. There are 10 states that do not tax federal pensions: Alabama Hawaii Illinois Kansas Louisiana Massachusetts Michigan Mississippi New York Pennsylvania
